SOS Minutes – Thursday 20 January 2011

Cuts Update

Jon Rogers reported on the council cuts:

  • Approx 600 job losses in the next year.
  • “Back Office” cuts will be very deep
  • End to school crossing patrol and park rangers
  • Big cuts in libraries, little detail so far
  • 15% jobs in the council to go
  • 1m out of youth services, inc. reducing hours at the adventure playgrounds.
  • Cuts could be reduced by paying back pensions deficit slower.

Mandy Brown reported on cuts at the college:

  • £3million cuts announced so far, without taking into account other funding changes in FE
  • Previously if students were receiving benefits the course fee was £30. Now this only applies to active benefits (JSA or ESA) others will have to pay £1400 – this will particularly hit ESOL students.

The cuts will disproportionately impact on ethnic minorities, women and disabled people. Black women were more under threat of redundancy than any other group in the last restructure. We must make sure council carries out EIAs.

We should organise a public meeting on the effects of the cuts – a real consultation.

We should have speakers and music at the lobby on 7 February. There was a discussion of tactics on the day

18 present including several new faces which is very positive.

Lambeth TUC (trade union congress) also meeting tonight (6th Jan) – Jeremy delegated to represent LSOS. They are coordinating a day of action on Sat 15th Jan 2011 with SERTUC (south-east region trade union congress). Agreed that it is short notice but we should support it (and we would likely to be active that day anyway) and use it to publicise upcoming Lambeth SOS council lobbies. Various actions considered but agree 2 stalls in the borough:

  • Streatham – provisionally outside Streatham library 12:30pm – Ali, Ruth, Keith, Paris.
  • Brixton – Windrush square 12:30pm Rebecca, Sean, Dan, Grace.

Lambeth TUC also asked us to discuss The Lambeth United Rally against the Cuts is on Thursday 3rd February 2011 – 7 pm – Coin St Neighbourhood Centre, Stamford St SE1. Anton Johnson, Kingsley Abrams and everyone at the trades council meeting agreed that its focus should be the council cuts and building for a lobby of the council cabinet meeting. They have requested speakers from Lambeth campaigns / anti-cuts groups. We should advertise and support. The rally is supported by GLATUC. Jeremy voulnteered as speaker. Consensus seemed to be to focus should be on upcoming Lambeth SOS demonstrations but give critical support of other anti cuts activity in the borough.

LRC meeting – Ted Requested a Lambeth SOS delegate to labour representation committee public meeting in Brixton on 10th Feb. Ruth delegated.

Cabinet meeting – 7th Feb (was 24th Jan but date changed) local cabinet meeting. Lambeth SOS to build as bigger lobby as possible in run up to full council budget meeting in Feb. Agree meet 6pm for 7pm start. Bring homemade banners. Agree to publicise as widely as possible.

Some concern about isolating grant based workers reliant on council budget being negatively affected by Lambeth SOS lobbying. Agree to work hard at bringing them into the campaign and unite all workers/residents/service users affected by cuts locally.

Agree the most important thing is raising numbers at lobbies. Agree to contact as many organisations as possible:

  • Tenants and residents associations: Dan to co-ordinate along with SOS housing working group and defend council housing. Focus on local area forums.
  • Lambeth Pensioners Action Group and other pensioner groups – Ellen
  • Lambeth College – Mandy, Keith
  • London students assembly @ UCL weekly – Paris and Matt (and Lambeth SOS education working group)
  • Unison (upcoming AGM) – Lambeth SOS unison members
  • Stop the War locally – Chris
  • Friends of Brockwell park and other parks groups – Chris and Ruth
  • Save libraries – Ruth
  • London wide organisations in Lambeth funded by London centrally (and affected by cuts) e.g. Inquest – Sean to get list and ask.
  • Web promotion – SE1 etc – Keith/Ali
  • Interfaith forums, Local mosques, faith organisations. Chris to contact Gurmeet at Unison to possibly coordinate? Also need leafleting.
  • RMT underground and Nat rail branches – Sean
  • Unite – Ted
  • Local bus garages in Stockwell and Brixton (Streatham hill) – leafleting tbc
  • Other union branches – info to be circulated along with affiliation motion
  • South London press and other media – Dan + others (also need press releases – volunteers?)

Leaflet – Agree need a leaflet to promote lobbies of local cabinet meeting, local council meeting and national demonstration in March (TUC). Ali and Andy to coordinate, needs to ready ASAP for circulation and use on 15th Jan.

Council meetings
17th January – Labour groupThere is a meeting of the Labour group at 7pm on 17th January in the Town Hall to ratify the proposed budget as Labour group policy. I believe there is a Tenants Council meeting in Room 8 at the same time. There is a tentative plan to “lobby” this private meeting. Maybe we could sort out details on 15th. Whatever is passed at this meeting becomes Labour Group policy, so it is very important.
24th Jan – labelled “Special meeting” possibly “Cooperative council
7th Feb – see above.
23rd Feb – The full council meets at 7pm on to pass the budget.
Lambeth Defend Council Housing – has a public meeting on the ConDem attacks to secure tenure and the Housing Benefit changes on Saturday 5th February 2011 – 2 pm – St. Matthews Tenants Hall, St. Mathews Road SW2 – Lambeth DCH is looking to lobby Councillors to secure support against the ConDem plans. Lambeth Trade Council is supporting this meeting.

Local anti cuts paper – Croydon propose south London anti cuts paper – support agreed, volunteers for articles wanted.

South London anti cuts conference – Support agreed but aware of limited time constraints in near future.

Affiliation motion agreed. Agree to send to local union branches.

Website – “Who are we” short version agreed for distribution.

Bank account still progressing slowly – Stuart to continue with this.

Next meeting 20th Jan 18:30 Vida Walsh centre Brixton. Fortnightly from then onwards agreed. Dan to confirm venue for 20th.

a) 20 Nov Lambeth conference

: discussed the very useful workshops, Paris still collecting action points. Education group had exchanged emails and were setting up telephone network. Link to student demos and Stockwell Park anti-academy campaign. Welfare Group – discussing setting up a claimants action group, not just the unemployed because benefit cuts broader effecting in work benefits, housing benefit. Talked about having section of website, news-sheet at some point, local film showing with Southwark. Health Group discussed concentrating on the white paper and GP budget changes. Take up issues in patient participation forums. One such Lambeth Link meets at Stockwell resource centre on 17th January and we should attend to put case against changes. Try and link up with Southwark Keep Our health Service Public group at King’s Hospital. Housing Group discussed need to go out to TRA’s (Tenants and Resident Associations) make the case against cuts and for taking ALMO Lambeth Living under council control again. Invited to China Walk TRA in 13 Dec. Possibility of organising Alternative Housing Conference – challenge Council representative to debate ALMO. 29 Jan or 5th Feb possible dates. It was reported that Defend Council Housing having a lobby of parliament on 15 Feb. Also Unison still waiting on date for strike in Lambeth Living over redundancies maybe end January.

If a strike was happening then the day of strike might be a good time for a rally/conference on housing in the afternoon, providing enough notice of strike was known – first strike maybe 22nd or 29th Jan.
ii. That the groups from workshops should try and organise in their areas with Thurs meetings an umbrella group of campaign. Contacts for 4 groups:

b). Coalition of Resistance Conference Sat 27th


Over 1200 present, useful workshops bringing together anti-cuts activists across country, series of good speakers – National Council of 120 plus agreed, will meet quarterly. Unite Executive has since agreed to back CoR – new Gen Sec McCluskie spoke at conference. (further info can be found at CoR’s website coalitionofresistance.org.uk)

c). Local Labour Parties


Stuart reported that left Southwark and Lambeth (LRC) was meeting Sunday evening. Jeremy reported invite to Streatham LP women’s group Sat 4th morning

d). Lambeth TUC


Jeremy reported that Anton the TUC sec will be contacting Lambeth SOS with a view to working together in future.

e) RMT strikes


Short report and discussion on ongoing RMT dispute over cuts and redundancies. No more strikes till January.

2. Students and Fees struggles

Report on days of action and occupations. The campaign is now focused on a national day of action on 8th December and mass demonstration/lobby of parliament on 9th December when the Coalition is hoping to rush through the legislation. Rob reported on organisation of school students locally.

ii) Lambeth SOS members where they can to leaflet Lambeth FE college students about 9th Dec. demo

3. South London Conference idea


Last meeting agreed to set up working group from Lambeth, Southwark, Lewisham, Greenwich, Croydon to examine usefulness of conference of those groups early next year to develop links/action. Croydon now setting up a working group to get this off the ground.
